FttH Quality Indicators by Parent Operator

One row per month and parent operator for ARCEP's FttH quality history, with failure-to-connect and fault-rate measures. The current table has 495 rows, spans 2022-01 through 2025-09, and includes 11 to 12 parent-operator groups depending on the period. Numeric rates are preserved as source text with comma decimals.
